Ocean Rescue Lifeguard Lieutenant

LOCATION: Aquatics Program, Fitness, Sports & Aquatics Division, MWR Department, Naval Station Mayport, Jacksonville, Florida.

EMPLOYMENT STATUS:  FLEXIBLE: A flexible employee is one who serves in either a continuing or temporary (time limited) position, on a scheduled or unscheduled (as needed or intermittent) basis, up to 40 hours per week.  Flexible employees are not eligible to participate in the CNIC benefit programs, nor are they entitled to earn or use leave including military leave, court leave, sick or annual leave.

SCHEDULE: Averaging 29 hours per week, a schedule to include days, nights, weekends, and Federal holidays. 

AREA OF CONSIDERATION:  ALL SOURCES

DUTIES: Serves as the Lead Ocean Rescue Lifeguard on the beach.  Ensures continuous observance of the swimmers in the beach area. Rescues any and all swimmers in trouble and administer proper first aid when required. Alert advanced medical personnel as necessary.  Ensures that Lifeguard Chair and break rotations occur on time and lifeguards are appropriately relieving the guards on duty. May sit as a lifeguard when needed.  Assists in trainings and fitness workouts for lifeguards.  Change the flags marking conditions as needed based on interactions with the station weather department.  Leads other staff members in the beach clean-up and ensures that cleaning duties have been completed at the end of the day.  Assists in the preparation of accident and incident reports as required by facility Standard Operating Procedures (SOP). Incumbent provides assistance to facility patrons regarding beach operations and policies. Provide customer service in a polite and pro-active manner. Observes surf conditions, watching for unsafe riptides, surf or shark dangers. Warns patrons of hazardous conditions and sets control flags. May serve as “Manager on Duty” (MOD) in the absence of Ocean Rescue Captain. This may include MOD for pool operations.  Assists in taking daily inventory, cash counts and completes Daily Activity Reports (DAR’s). Performs other duties as assigned by the Aquatics Coordinator.

 WORKING CONDITIONS:  Work is performed outside in a normally warm to hot climate.  Incumbent must be physically able to remain outdoors for a minimum of 8 hours.  The incumbent is subject to sunburn, heatstroke, cuts and bruises. 

QUALIFICATION REQUIREMENTS:  Incumbent must be knowledgeable of advanced lifesaving techniques and hold a current American Red Cross Lifeguarding Certification or other nationally or internationally recognized lifeguard certification. Must possess current CPR for professional rescue and basic first aid cards.  Within two weeks of employment, be able to complete a half mile run in 5 minutes and 500 Meter swim in 10 minutes or under. Incumbent must have a pleasing personality and be able to meet the public and diplomatically enforce beach regulations. Selectee 18 years of age and older must satisfactorily pass CYP background screenings prior to employment as well as a Child Care National Agency Check with Inquiries (CNACI). Employees under 18 must satisfactorily pass CYP background screenings prior to employment as well as complete a base access CLEOC. 

Must have a valid driver’s license to operate government vehicles.

2. Military Spouse Preference (MSP): Qualifying spouses eligible for MSP are spouses of an active duty military member of the U.S. Armed Forces, including members of the National Guard or Reserves on active duty. The marriage must have occurred before the military member received official permanent change of station (PCS) orders to the installation listed above. MSP is applicable only when applying for NAF positions at the NF-03 and below and equivalent craft and trade (CT) positions.

To claim this preference, you MUST:

  • Submit sponsor’s PCS orders to installation you are applying for; AND
  • If you are not indicated as a spouse on the PCS orders, you MUST submit proof of marriage prior to PCS.

3. Veteran’s Preference/Gold Star Veteran's Preference: Qualifying military veterans, and spouses/parents of deceased veterans shall be given employment preference over non-preference applicants if they are equally qualified. Preference applicable for positions open to external candidates.

To claim Veteran's preference, you MUST:

  • Submit a copy of your DD-214 (member 4 copy); AND
  • Submit completed SF15 from the Veterans Administration (VA); AND
  • Submit any other supporting documentation (disability, official statements, proof of service, etc)
  • To claim Gold Star Veteran's preference, you MUST:
  • Submit completed SF-15 from the Veterans Administration (VA); AND
  • Submit a legible copy of DD-1300; AND
  • Submit any other supporting documentation (official statements, document of service, court decree, etc).

Qualifying applicants with preferences are considered in the order listed above. Then all other qualifying applicants are considered. FAILURE TO PROVIDE ALL OF THE REQUIRED AND APPLICABLE DOCUMENTS MAY RESULT IN YOU BEING DISQUALIFIED.

**ACTIVE DUTY MILITARY: Military regulations require that you obtain a special request authorization (NAVPERS 1336/3) prior to being accepted for outside employment. If employment is offered, you cannot begin work until this chit is supplied to the NAF Personnel Office.
