POOL CAPTAIN (Lead Lifeguard)
POSITION: POOL CAPTAIN (Lead Lifeguard), NF-0189-02, - SEASONAL
LOCATION: Aquatics Branch, Fitness, Sports & Aquatics Division, Morale, Welfare & Recreation Department, Naval Station Mayport, Jacksonville, Florida.
EMPLOYMENT CATEGORY: A flexible employee is one who serves in either a continuing or temporary (time limited) position, on a scheduled or unscheduled (as needed or intermittent) basis, up to 40 hours per week. Flexible employees are not eligible to participate in the CNIC benefit programs, nor are they entitled to earn or use leave including military leave, court leave, sick or annual leave.
WORK SCHEDULE: Includes days, nights, weekends and Federal holidays averaging 29 hours per week. This is a seasonal position.
PAY: $10.43 - $13.50 an hour DOE/DOQ
AREA OF CONSIDERATION: All Sources.
MAJOR DUTIES: Leads and assists in direction of Recreation Assistant (lifeguard) positions; including monitoring pool activities and ensures swimmers are well supervised to ensure all applicable policies and procedures of Morale, Welfare, and Recreation (MWR) regarding the use of Aquatic facilities and waterfront operations are followed. Communicates these polices to other staff and patrons. Ensures lifeguards perform their duties in compliance with established regulations and instructions that are outlined in applicable manuals and policies and reports infractions to the supervisor. Ensures that lifeguards rotate as scheduled and during assigned breaks. Provides relief to lifeguards as required. Monitors equipment, takes head counts and observes conditions of area assigned (e.g., possible hazards, water/chemical conditions, wind and weather) to ensure a safe environment reports discrepancies to immediate supervisor. Performs cleaning duties and leads other lifeguard staff in performing of such tasks (i.e. basic janitorial services, vacuuming and skimming) along with routine facility maintenance as assigned by Aquatics Program Manager. Serves as the primary liaison between the activity, security, medical departments, and Aquatics Program Manager during emergency situations. Prepares accident/incident reports during emergency situations and immediately notifies Management of all emergencies. Incumbent must inform the Aquatics Coordinator and recommend closing swimming area until safe conditions prevail. Monitors, establishes and executes daily physical fitness training for water safety staff. Interviews and recommends selection of all lifeguard positions to the supervisor. Provides introductory orientations to all aquatic's staff. May open and close the facility and will serve as the Manager on Duty (MOD) in the absence of the Aquatics Coordinator.
WORKING CONDITIONS: Work is performed in indoor or outdoor aquatics facilities. Indoor aquatics facilities are subjected to high humidity. Outdoor aquatics/waterfront facilities are subjected to variable weather conditions.
PHYSICAL EFFORT: Work includes extended hours of sitting and standing and requires prolonged hours in the pool during swim lessons or other activities. Work involves frequent lifting or pulling of pool equipment, cleaning supplies, and program participants. Applicant must be able to maintain physical ability to complete the swim and rescue skill portion of their respective certifying agency. This is a mixed position where the incumbent must be able to lift and carry objects up to 501bs. independently and objects over 501bs. with assistance is required, while performing normal duties in the area. May perform work that poses physical demands beyond normal requirements during rescuer.
QUALIFICATIONS: Must have or be able to obtain and maintain the following nationally recognized certifications within ninety (90) days of hire:
- Lifeguard Training Certification in accordance with CNICINST 1710.3;
- CPR for the Professional Rescuer and Healthcare Providers;
- First Aid to include Automated External Defibrillator Certification; and
- Blood Borne Pathogens.
- Water Safety Instructor (WSI) Preferred.
Applicants 18 years of age and older must satisfactorily pass CYP background screenings prior to employment as well as a Child Care National Agency Check with Inquiries (CNACI). Employees under 18 must satisfactorily pass CYP background screenings prior to employment as well as complete a base access CLEOC.
NOTE: Within 2 weeks of employment the incumbent must be able to complete 500-meter swim within 13 minutes and run 1 mile within 8 minutes.
A copy of Hepatitis B shot record must be produced prior to working.

2. Military Spouse Preference (MSP): Qualifying spouses eligible for MSP are spouses of an active duty military member of the U.S. Armed Forces, including members of the National Guard or Reserves on active duty. The marriage must have occurred before the military member received official permanent change of station (PCS) orders to the installation listed above. MSP is applicable only when applying for NAF positions at the NF-03 and below and equivalent craft and trade (CT) positions.
To claim this preference, you MUST:
- Submit sponsor’s PCS orders to installation you are applying for; AND
- If you are not indicated as a spouse on the PCS orders, you MUST submit proof of marriage prior to PCS.
3. Veteran’s Preference/Gold Star Veteran's Preference: Qualifying military veterans, and spouses/parents of deceased veterans shall be given employment preference over non-preference applicants if they are equally qualified. Preference applicable for positions open to external candidates.
To claim Veteran's preference, you MUST:
- Submit a copy of your DD-214 (member 4 copy); AND
- Submit completed SF15 from the Veterans Administration (VA); AND
